Can you please confirm the model number? The category is for KV-27S42 and you state in the title you have KV-27S46. Also, when getting the 4 blink code, do you see a horizontal line on the screen or nothing at all? The 4 blinks means no vertical sweep. This can be a bad vertical IC (what you changed already) or no power to the IC or even a bad capacitor in the same circuit. If you know how, check the supply voltage to the IC. ask rent a center to send it to their service dept in their city it will get fixed for a small price unlike some of your local tv reapair shops that will bust your head and pocket book (price) just to come take a look at it
+13 & -13 requires for Vertical Deflection IC and produced by Flyback Transformer, these volts will be produced IF Horizontal deflection circuit works properly. so try to check H-Out Transistor and its necessary volts / signal. Pls also mention correct Model Number to provide you more help.
Is the picture good or is it dull and dark?
A dull aka weak picture tube will cause low beam current and blank the screen. Last set I had do this I turned up the screen control to make it brighter. Use caution and don't turn it up too high were you see vertical retrace lines in the picture.
