Four blinks = No vertical Deflection (V STOP), Screen goes to a single horizontal line then the video signal muted. Check IC1509, Q1505 (this varies from model to model). If you have no expertise with sets like this, or this does not solve your problem, get a quote from an authorized SONY service centre - before going any further or getting the set fixed. It doesn't matter if the set is a flat panel widescreen or standard CRT model; the symptoms are similar for each and the repair costs for such will be pretty much the same.

Blinking of standby light in Sony TVs are fault indications. You just count the exact number of blinks occurs at a time after switch it ON. Switch it ON and OFF by its front panel power switch, and not by the remote control handset. Do this for at least four times, count the number of blinks, confirm and inform me. I can then locate the fault section of your Tv, seometimes even to the exact point of fault too. OK

the codes for sony are 0128, 0013, 0002, 0071, 0380, or 0152
1) Make sure the tv is on.
2) Press and hold the set up button till the red light on the left hand corner stays on.
3) Then press tv then release quickly so that the red light flashes once. (its pretty quick so pay attention).
4) Then enter one of the four digit codes and the red light will turn off.
5) Then press channel up.
If it goes up u have the right code. If not start from the begining (holding the setup button down) and do the same steps for each of the codes, one of them should work if not u have to do a code search. Follow steps #1, 2, 3, and 5 but on step 5 press it repeatedly (for up to 300 times and it says that on the instruction manual) until the device can be controled. The red light blinks then stays lit
6) press and release mute to install the code. The light will go off.

Can you please confirm the model number? The category is for KV-27S42 and you state in the title you have KV-27S46. Also, when getting the 4 blink code, do you see a horizontal line on the screen or nothing at all? The 4 blinks means no vertical sweep. This can be a bad vertical IC (what you changed already) or no power to the IC or even a bad capacitor in the same circuit. If you know how, check the supply voltage to the IC. If not present, we need to trace the supply line for that IC. I will need to consult the service manual to provide additional details. Please confirm the model so I get the correct part numbers etc.

ask rent a center to send it to their service dept in their city it will get fixed for a small price unlike some of your local tv reapair shops that will bust your head and pocket book (price) just to come take a look at it

+13 & -13 requires for Vertical Deflection IC and produced by Flyback Transformer, these volts will be produced IF Horizontal deflection circuit works properly. so try to check H-Out Transistor and its necessary volts / signal. Pls also mention correct Model Number to provide you more help.

Is the picture good or is it dull and dark?
A dull aka weak picture tube will cause low beam current and blank the screen. Last set I had do this I turned up the screen control to make it brighter. Use caution and don't turn it up too high were you see vertical retrace lines in the picture.
