The camera is probably damaged, this also happend to my DMC-TZ5 as well after a few (5-6) years of heavy use but without any visible damage, a repair is most likely more expensive than just buying one of the new lumix cameras which have also improved A LOT, so you wont be disappointed!

Can you please change the input device to some other you know, works? If you do not notice any problem there, look for the aerial cable going close to any power line or has interference from some other transmissions of any kind nearby.
what im thinking is that 1. you might neeed to buy a new screen or 2. the LCD ribbon might of smuggled out. but i think more about having to buy a new screen
Your camera likely needs a new CCD imaging sensor. It is a cute little thing and is very expensive to replace. I've seen deals to repair any digital camera on eBay and I would check for a local repair person in your area. You can use the search on this site to see who might be close by. I have an A310 doing the same thing.
It sounds like you have a loss of green.
This could be caused by the green gun in the picture tube opening up or the drive circuit for the green gun gone bad.
