I have been receiving the same message because of my wi-fi signal but so far so good. I never have any problem with the quality of the sound in the call or any disconnection of the call except for the sloppy webcam. But, I understand the problem because I really do have a low signal at home.

If your network provider is providing you enough bandwidth you might need to check the following:
If you are using wifi:
Wifi channel is the optimum one.
You are close enough to the router.
Try with a cable and see if you have same issue.
If you do have the same with the cable, contact your network provider.

1. this possibly due to 2 things a. You have the desktop to far from the wireless router. b. You may have an issue with decreased bandwidth by using the video calls.
You should remember, this is a fee service, so the quality is going to eb a little poor. Some of the things to increase, would be to eliminate all other softwares from running that would use the wifi or network connection. And have the person on the other end do the same. Of all the IM pc to pc chat/talk programs, Yahoo, seems to have the worst quality. if it is for voice only, I might suggest Gtalk, it seems to have the quality consistantly.
Probably out of your control, if you have a strong internet connection. I often get this message chatting to contacts in Asia Pacific in rural areas. It can make voice calls a bit hit and miss and the script can be a bit jumpy. Making the setting via 'Proxy' can be succesful in some situations.
