Noise in pipe means vibration.
Pipes vibrate when water turns corner, or if there is a clog somewhere in the line, or if there is air in the line.
Water heaters make noise when sediment builds up inside of tank.
I would probably try to track location of noise, and then put that spot on top of suspect list. For example if sink has shut-off, and noise seems loudest there.
There is a check valve ( one way valve) at the connection where the hot line (top) connects to tank. They get sticky, or weak and start to vibrate, causing a buzz like sound when hot water turned on. Replace it, or remove it altogether and replace it with a 1/2" galvanized or plastic pipe nipple or fitting.
