Sensaphone 400 Phone in use light flashing and cant reset. Had phone line down but not working and unit is not calling out but line has no dial tone. Not calling. Cant reset.

I'm assuming this is the System On LED on the Sensaphone 400. That would indicate that the unit is in standby mode. All you will need to do is Press the [Run/Standby] key this will turn the Sensaphone back On. The system On LED on the Sensaphone 400 & 800 flash when the device is in standby mode, solid lit when the device is On. If these units are in standby, they do not recognize alarms nor do they pick up the phone on a dial in.
The sts system does not work very well with digital communications. But did you try powering down the system and then restarting it? On some of the cases I have worked on the seem to help.
If you have another phone connect it to the wall outlet to see if you get a dial tone. This will indicate if your base unit is faulty. Check the power adapter to the base unit, make sure it is getting mains power. If the base unit has dual phone lines and if line 1 is only connected and the line 2 has beed selected then you cannot get a dial tone. In the chase press the line 1 to get a dial tone. If your base unit has only one line then check the phone line at the wall socket make sure it is plugged in tight, also check the the connection at the base unit. If this does not work then ring the phone company and get the to test your phone line, you may have a faulty line to your home.
To change the phone numbers in the Sensaphone 1104 press [SET] [phone number] <1-4> then enter the telephone number you want the unit to dial, and press [enter]
*Remember to program the telephone number JUST how you need to dial it from that location. If you do not require a 1 or area code do not program it in, as this can cause the dial out to fail.*

The battery in the handset could be bad . First I would test that the base unit is recieving dial tone by pressing speaker button on base unit. If there is dial tone then problem is in handset or in base unit communication to handset. Try resetting power to base unit. Check manual for any re-initialization procedure. If the base unit is not receiving dial tone then I would test that the phone line is delivering dial tone to the base unit by connecting a known good phone to the line cord. If the dial tone is not present , problem could be in line cord from outlet, outlet, building wiring, or service provider.
What color is the flashing light? Green is an intercom call and red is a call from an outside line. First try a new phone line cord and check if you have a bad cord. Do you have dial tone at other phones/jacks in the building? Unplug the extension line and plug in a known working phone. The phone needs repair if the your alternate phone works. If the second phone doesn't work at the jack, then the problem is in the wiring (at the jack or in the rest of the wire run) or in the Phone system. Depending on the jack, you can open it up and determine if there are any loose/broken wires. A cable tester that can do telephone lines (RJ-11) will help (some of these will handle power on the cable so check the specs for your phone system). If the jack uses a keystone, you will need to open it up and press the wires back down with the appropriate punch-down tool. You may want to pull the wires up and press them down at a different point (closer to the outlet box).
If none of the phones work then it is the phone system or the wiring coming into the building. I do not know if you can get to the service box and plug in a phone there. If there is no dial tone at the service box, get the phone company to fix it. If the problem is the phone system, you will have to consult a service person who knows more about the system.
I hope you find the problem to be simple, like a bad cable.
This model may not be used on a digital system. It can be used on a standard phone line only, only engineered to handle standard phone line with pulse or tone dialing. I hope this helps!
You’ll need either a 6-button or a 24-button set SPIRIT CS administration.
First the control unit ADMIN switch must be ON, the administration overlay must be in place on station 10, and the set must be plugged into control unit jack 10 (call processing is interrupted only at station 10).
After moving the admin switch, and before dialing Ftr 7 -
From station 10 press intercom,
Press speaker,
Dial *0,
Dial 1,
Then Press Ftr 7.
Each line indicator light will show the current dialing type for that line. If the light is OFF, that line is set for touch tone dialing. If the light is ON, the line is set for dial pulse
dialing.
To change the dialing type for a line or lines, press the line button(s) and dial the
appropriate digit from the table below. You may press more than one line button to make the change on more than one line. If you enter a digit without first pressing a line button you will hear the error tone.
Be sure to turn the admin switch back off when you’re finished.
