Try going to Yahoo's account recovery page:
https://edit.yahoo.com/forgotroot
That should let you confirm you're username and password are correct or fix issues if your account has been compromised.
If that doesn't solve the issue, please post your Windows version, Yahoo messenger version, any error messages and as much relevant information as possible.

Hi,
Are you using your personal PC/laptop or you are trying to download and install through your company's network? Some companies won't allow you to have administrative rights in the PC/laptop they assigned to you.. You can contact your helpdesk for that matter.
However, if it is your PC/laptop, be sure that the account you are using have administrative privileges or "administrator" account. You can check that on the Control Panel and go to user accounts.

follow the instructions on screen.
Fill your personal information that you used to create account.
They will send you your password to your alternate or new email id that you provide.
