How to adjust valves on Briggs Stratton model # 310707, type # 0136-E1 Engine turns so hard it can not turn over.Battery & starter are OK.

    Engine turns hard on the compression stroke. If I take the spark plug out it will spin right over.

Valve adjustment would NOT fix what you are describing. This sounds like bearings or some problem with the cylinder walls. I think a tear down is in order.

    sounds like you have good compression. It should be hard to go up to TDC... again valve adjustment would not affecf that much if any nor would it affect the ability to turn over. If there is too much carbon buildup in the head, that would increase the compression and make it hard to turn over. Normally you would not get such buildup unless you were running real rich mixture or the choke were stuck part way. If valves were STICKING and hitting the piston then that would be a problem, but that is NOT an adjustment issue. Searching I found this site: http://www.askmehelpdesk.com/advice/t-31... They state that intake is 3 to 5 mils and the exhaust is 5 to 7 mils. One site said the lash is critical for a compression release. Worth checking these though.

    uh, YEAH, Fred, it DOES affect turning over...well known issue with OHV engines...try it and see!!

The decompressor is a valve lifter usually on the exhaust valve, the only adjustment is to correctly set the the valve clearances, if they are too slack the lifter will not activate.

check your valve adjustments, quite common for this to happen when the valves go too far out of adjustment.....it will work better with them adjusted too

From your description it seems that the starter is not engaging to turn over the engine. First ensure all the connections of the thicker cables to the battery, starter and tractor frame are clean and tight. If starter motor is turning but still not engaging it will mean that the pinion on the starter motor is binding on the shaft. You can buy a new starter pinion gear from your local B & S agent.
To replace pinion, remove starter motor from engine, remove old pinion and put on new one and reattach starter to engine. If fuel & spark are right you should be up amd running.

It will probally be your valve setting might be off so pull the valve covers off and try setting your valve lash

Engine will not crank with every try.

Still sounds like a valve adjustment problem and as for relying on a Sears serviceman.....well. lol I just did a valve readjust on basically the same engine with identical symtoms and it starts fine now. As for the 10w-30, Briggs recommends 30w in the warmer climates.
