Here are some instruction to help fix your problem.
Put the PSP down on a table with the LCD screen facing up.

Plug the power cord of the PSP
power supply into the PSP's power outlet. Plug the AC plug of the PSP
power supply into an AC socket.

Perform a hard reset on the PSP by pushing up on the power switch at the lower-right corner with your index finger.

Count to 15. Release the PSP's power switch. Count to 30.

Flick the PSP's power switch up with your index finger and release it. Repeat this procedure a second time.

Wait as the PSP reboots, starts up and stays on.

Remove the PSP power supply's power cord from the PSP's power outlet. Remove the PSP power supply's AC plug from the AC socket.

Flick the power switch up with your index finger to turn off the PSP.
