Looks like an issue of ID theft or password hack. try loggin in through a different device or browser. check the system for viruses ..

Try to log in from other medium like; your friend's pc. If there also you are not logged in then i think there is something wrong with your password. Just reset your password.

Download Password Recovery software off of the internet (be careful of viruses) or just click on fogot password when you sign in at www.hotmail.com

The message is coming from hotmail and not your computer.
for some reason hotmail has blocked your email account. This happens sometimes when your email account gets compromised usually due to a virus or worm. you have to contact hotmail support. If its due to a virus or worm they're going to tell you to remove it first and they may not reactivate the account again.
