This is a common issue among many brands of computers, especially (but not limited to) toshiba, dell, acer, HP, and compaq.
First things first - Check your RAM, Hard drive, battery (try booting the computer with the battery removed and power cable plugged in) for failsafe.
If all of your components are in working order, You've got yourself an overheating issue. Laptop manufacturer's essentially cheaped out on cooling and put massive CPU/GPU combined with tiny heatsinks and fans. The GPU is usually the first to burn out, and this can be fixed (though not for the tech declined) by removing the motherboard, heatink, fan, and reheating/melting the solder around the GPU chip. This fix works about 50% of the time and is not garaunteed to stay fixed.
There was a lawsuit covering this very problem and if you purchased your laptop from toshiba directly or a toshiba retailer you are entitled to your money back. If this machine is still under warranty a free replacement should be considered.

Sounds like either your power supply or motherboard has failed. Try reseating the ram and see if it will post. To reseat the ram, remove the little door on the bottom of the laptop and remove the memory sticks, inspect them, and reinstall them. If your computer still doesn't post, I would contact Toshiba or where you bought it and see if it's covered under warranty.
It could end up being a hard drive problem, or a power supply problem. Make sure your power cord is plugged in completely to your laptop when you turn it on. To verify you have a successful power connection, remove the battery from the laptop and just use the power cord. If it does not come on at all when you are just using the power cord, try wiggling around the connection. Most power cords have a light that comes on when it is plugged into the wall. If you do not see a light, try a different outlet. If you still do not have a light, you may want to try replacing the power cord.
