That's your windows operating system version popping up. If you click on START then RUN and type in (w/out the brackets) [winver], that is likely what you'll see.
Are you running Microsoft
TweakUI for
WindowsXP? There's an option in
TweakUI to Enable (or disable) "Show Windows Version on the Desktop".
I don't know how it got enabled on your new XP build. It normally isn't enabled by default. But you can most likely disable it by installing
TweakUI and, 1st, selecting the option, and 2nd, deselecting the option to "Show Windows Version on the Desktop".

There's a registry edit for this, too. I'm cautious, though. I don't normally recommend registry editing unless the person is experienced in it. If you are, please, let me know and I'll pass that on to you as well.
