Please refer to Asrock's Technical Reference Q&A PDF here, particularly question #2. Based on your description, it sounds like your issue is either an improperly seated memory module or a problem reading your keyboard. If I had to guess, I'd say it was a memory issue.
Try removing and firmly reseating your memory stick(s) into their motherboard slots and see if this resolves the issue. Make sure your computer is shut off and the power cord is unplugged, to avoid electric shock or interference.
If you are unsure, or uncomfortable doing this on your own, I'd suggest having a computer repair professional do this (or, at the very least, someone familiar with computer hardware).
These beeps indicate a hardware issue. In this particular case, it is telling you that there is something wrong with the RAM modules on the motherboard. Unplug your computer, open it up and try removing the RAM and powering back up to see if the beeps stop. If they do, then insert one RAM module at a time and power up after each one. When the beeps start again, you will be able to determine which ram module is the culprit.

3 long beeps means there's a problem detected with the keyboard. Remove the keyboard and turn the computer on and see if it boots up. Also a good idea is to make sure the system memory is seated properly in the slots.
