I have worked on many a printer and I have yet to find one that when it says there is a paper jam is lying. You may need to take the printer apart to find the jam. It can be the tiniest of paper and can be located in an area that is difficult to find without taking the printer apart.
It also may be that the rollers that pick up the paper are bad. These should be easily replaced. Check the manual or help support online with the printer manufacturer for replacement parts. Typically the paper tray does not have the rollers so replacing the tray may not help you.
