Is it really broken or is it stuck? You could try using pressurized air on the shoulder buttons to see if they will "loosen" and will be usable again.
Just buy a can of pressurized air and insert it in the corner of the button. The pressurized air SHOULD loosen up the buttons if they are a bit tight/hard to use.
ps. you could also try biting the shoulder buttons out...that works too.
If it really is broken, like, it looks and feels like it should but the action isn't being registered, then maybe you have to go to a technician/Nintendo especially if it is still in warranty.
