I had the same problem and this procedure fixes it! First, unplug the power to the main base (answering machine) for 20 seconds. Plus it back in. Put the phone that says "not registered" in the main answering machine. It will say "press the find handset for 4 seconds". Do that. It will run thru a series of stuff and will find the handset. You are pretty close to the solution. The problem is the charge detection in the handset. All handsets on a cordless phone detect the battery level with an hexadecimal value in the memory. Each hex value equal a volt value of the battery. EX: 3.5v = 9B
3.6v = 9C 3.7v =9D etc... The problem is the hex value in your defective handset are all mess up. So 9B is not 3.5v anymore. Then your handset could last 1hr after foul charge or doesn't alert you before the phone goes dead due to low BAtt.

This worked for the 7100, hopefully it works for other models:
When the handset says "not registered", it should still have a "menu" option. Select that, then the only choice is "register", select Ok. Now it says "searching for base", press and *hold down* the "locate handset" button on the base until the handset beeps and wakes up. Docs say this could take up to 30 seconds (it was about 17 for mine).

These phones look at the voltage on the line to determine if the line is in use.
Do you have any devices on the line that get power from the phone line? If so, they may be loading down the phone line causing this issue. If you have these types of devices on your line, try disconnecting those devices and see if the problem goes away.
Otherwise, your phone line may be defective. You may need to contact your phone company to get the problem resolved.
