You have to pull the winding stem halfway out so that it's not fully extended but not pushed all the way in. then you can turn it to set the date. As for the moon and stars, it's to show the phase of the moon. You just have to wind the arms around until you get the moon in the right position. Use this site to set it correctly: https://www.watchnetwork.com/moonphase/index.html

If the watch says perpetual calendar or atomic time or world time on the face then you will have to go through a series of steps according to the watch. If you go to Citizen watch.com and go to the very bottom of their page you can find setting instructionand type in your watch number and you can find out how to set it.

How does moonphase work>

The moon phase is based on the Lunar calendar.

Lunar calendars differ as to which day is the first day of the month. For some lunar calendars, such as the Chinese calendar, the first day of a month is the day when an astronomical new moon appears in a particular time zone. For others, such as some Hindu calendars, each month begins at full moon. Others were based in the past on the first sighting of a lunar crescent such as the Hebrew calendar.

Can't set inner dial on merona watch

You just remove one of the links. I don't think there's a way to set the inner dials. I think it's just for show.
