Circuit breakers are under the seat. There are several. Charging system failure and subsequent battery failure can cause complete failure, also. Inadvertantly hitting the kill switch?

Location for the fusebox or fuses for the turn signals front and horn. On a harley davidson road king 1998

I'm not sure when Harley changed to fuses but I think your RK has circuit breakers. These sense an overload and trip the breaker. After a short time, the breaker resets. They are usually under the seat. they look like small metal boxes that measure about 1/2" X 1/2" X 1 1/4". They have a copper screw and a steel screw. The copper screw is the battery end of the breaker.

Good Luck

Electric range heard a loud bang then it went dead

I WOULD DISCONECT THE POWER AND REMOVE THE BACK PANNELS AND LOOK FOR A SHORTED WIRE OR A BURN MARK ON THE BOARD. ALSO CHECK WHERE THE CORD ATACHES TO THE STOVE. GOOD LUCK!

2003 road king is there a fuel filter on this bike and where is it?

No, just a screen in the gas tank attached to the petcock. Guess you could call it a filter. LOL Drain the tank and unscrew the petcock to clean it. It should pop right off the petcock.
