The hands on my Citizen watch (movement caliber number C320) don't reset properly. I have followed the factory instruction several times with the same result: the minute hand moves to a position 5 - 10 minutes fast. Are the gears stripped, or is there another reset fix available?

This is normal. The watch begins timing when you reset it. That 5 to 10 minutes is the time that it took you to do the all reset procedure and you can see that the same time is shown in the digital display - so everything is aligned. It is actually pretty cool that it does that. Source: just did the all reset having dropped my watch. Love this watch!

How To Set Time

The first very important thing to figure out is what caliber movement are you trying to set, a lot of people get frustrated when attempting to set their watch because they were using the wrong set of setting instructions.
Citizen released 2 versions of the Blue Angels Skyhawk, the only difference is one is titanium and the other stainless steel, both have very similar model numbers: JY0040-59L and JY0050-55L. The same caliber movement was used in both models, which is the caliber U60 atomic timekeeping movement.
NOTE: The watch must be able to detect radio waves during setting.
Citizen provides excellent and easy to follow setting instructions on their website, simply go to http://citizenwatch.com confirm your location, input your watch model in the search box located in the header section of the site, in this case we are searching for Skyhawk. Select your timepiece from the search results and click on the setting instructions link located below the image of the watch. There is a .pdf version and a video clip I would recommend to familiarize yourself with both. We're here to help, if you encounter any difficulty along the way give us a call at (212) 840-0441, or visit our website http://www.watchrepairny.com/our-services/
Hope this helps.51428a0b-1217-40ef-84d0-5e6d2e141f2d.jpg

How to set my City feature on my Citizen eco-drive AT360-50E

Check the four digit Caliber number on the back of your watch, then go to the Citizen website :

http://www.citizenwatch.com/COA/English/settings.asp

You can download a PDF "Setting Instructions" manual for most of their caliber movements.  The directions are pretty comprehensive.

http://www.citizenwatch.jp/support/pdf/coa/c300.pdf

This is the link from Citizen watches to the instruction manual for this watch. They have all the manuals for there watches available, you only need to find the movement caliber on the caseback. For the Blue Angels watch the movement is the C300, hope that helps.
