if i was you i would atleast get windows xp manyour board is more new then your win 2000 but go online you can find them there just type in google your board type
1st check if the voltage from the plug has correct groung , neutral phase set .then try a new smps , with minimum 400W output. before connecting the same. please remove all the parts out of the cabinet please connect only motherboard and smps and check its getting switched on , if not then your board is burnt you will have to replace it , if there is power indication then connect the RAM and check , if its also fine then connect the rest and try. all this u have tried and no use , please post me a msg with full detail of your PC configuration , I can try a resolution
