Follow the pedal or lever that you use to make the tractor move. That will lead you to the adjustment area . Then you will have to turn adjustment nut in order to put belt a little tighter to the tension pulley.

Check the main drive belt, and the linkages from the brake clutch pedal to the pulley that tensions the belt. If you do not find anything there, then remove the back panel, jack up the mower, and turn the transaxle pulley by hand to see if the wheels turn, make sure it is gear.
If you are lucky, it will be a slipped belt or broken belt. I hope this helps get you going.
It sounds like the transmission drive belt is slipping. When you pull the pedal back you are increasing the tension on the belt. You may also want to make sure the spring that pulls tension on the idler pulley is in tact. Hope this gets you in the right direction.
Based on my experience with a 2148, I suggest the following. The pulley on the transmission may have a guide/keeper at the back which is hard to see. Make sure you are getting the belt inside it and thus in the pulley groove. The engine pulley on the other hand has a very hard to see guide on either side, make sure your belt is running within them hence also in the groove and not outside. I had a real mower tech replace my drive belt and return it too me with the belt on the outside of one guide and it would only move in reverse. Lastly have someone hold the brake pedal down, which relieves tensioner pressure, as you put the belt in place. Movement of the pedal up and down, will move the tensioner in and out and you should be able to see where your problem arises.
Is the brake sticking. On my craftsman mower there is a bar under the brake pedal that pushes back a lever when starting. And the lever sticks. I have to reach underneath and pull the lever forward and then the mower goes. I haven't found a solution to that yet.
Check the trans drive belt, most likely that, or a worn tension pulley. check easy things first. Try pulling back on foot pedal to give belt a bit more tension.
If the trans looks clean and no leeks start with the belt.
