Well, the V belt is normally fairly slack until the handle is dropped below 45 degrees, which is when the belt tensioner assembly drops into place. If turning the brushroll by hand when the vacuum is in this position fails to rotate the self propel pulley, the tensioner is not functioning properly and will need to be replaced.
Also ensure that the brushroll can spin freely by hand, as these have a tendency to melt at the ends and seize the brushroll. I have also seen the groove that the v belt fits into melt itself out of round, which can cause the same symptom as you're describing.
Keep in mind as well that while the rubber belt may appear to be ok, it does have to be replaced every 3-6 months whether it breaks or not. Even though it hasn't broken, if you were to hold it up against a new belt, you would see that the old one has stretched significantly: which can decrease the machine's ability to rotate the self-propel transmission pulley and, in turn; the brushroll.

no, brush roller shouldn't be touching anything,its under warrenty so take it to a hoover repair shop with your proof of purchase and they will fix it at no cost to you.something like that they might be able to fix it while your there because it won't take long. please leave feedback

Try replacing the belt. Rubber belts stretch out after about a year.

Actually I just answered a question almost identical to yours! The belt on his model continiously snapped also.
I walked him through how to check the problem, and he was able to get his vacuum fixed. It really sounds to me like your brush roller has gone bad as well.
