I'm assuming the cord is there and it's the flat 3 wire type. The center wire is the ground and the other 2 are the power. It doesn't matter which power wire goes on which blade, they are both the same.

It won't arc without wire in it. If the motor runs then there may not be enough tension on the feeder wheel to push the wire thru. If you had a bad kink in the inner liner it will not feed. The trigger switch in the handle applies arc voltage to the copper nozzle. It may be bad or have a broken wire.
There are two items I would like you to do: 1) Change your contact tip and try again. Make sure the wire is running smooth thru the gun. If this not cure the problem then go to step two.2) Change your wire. If it is too old probably is rusted and not making proper contact.Hope this help.
check you ground cable, try to strike and ark on the ground cable, if no ark test the ground circuit if the circuit is ok you will need to have the transformer tested and for that you need some specal tools.
Make sure that the ground clamp is securely fastened to the workpiece.
Ensure that the power pin is fully seated into the housing where it receives the current.
Ensure that voltage and amperage settings are correct.
