The DSL filters should be connected to your telephones, it filters out the internet noise from voice calls.
There should be no DSL filter connecting your DSL modem to the incoming phone line.
(you can have one after the modem to a phone though)
Depending on your phone system, it may interfere with DSL or internet connections without the filters.

If you don't have enough you can pick up extras on ebay, used ones should be just as good as new ones as long as they weren't hit by lightning.

If it is shown even when it is not charging then your charging circuit needs to repaired. Just replace the charging IC not a very high cost. Might cost around 5-10USD.
Do you have cable or DSL internet service? On a DSL setup the router is at 192.168.2.1 . At the run command, ipconfig/all will give all the current settings of your network connection. The line with default gateway is your router address.
Check the status lights on your router and modem as well as the network connection on your computer. You may want to try connecting to the modem itself with a wired connection and then reconnect the router and see if you can connect with a wired connection from the computer to the router.
If your network works normally with a wired connection, use the device manager to check your wireless connection. Also go through the router setup to check that no settings have been changed.
If you have missing lights on either the modem or the router, check the cables (replace them if you can) and transformers. A call for service from your ISP may be needed if the modem isn't connecting. (At least once, my DSL network went down after a lightning strike damaged the signal filter where the DSL split from the phone line.)

Lightning Strike near your phone line caused a optical coupler in the phone to burn up. A simple fix with the part. When I worked for Sony I fixed many in Lightning Zones.

During a lightning storm, a lightning strike could have induced a high voltage surge in your incoming power lines. Left unprotected from these power surges, the weakest link ( normally low voltage electronic controls) are the most susceptable. Just because you had power available at the wall receptacle after a storm doesn't mean that your washer control system wasn't exposed to one of these surges and got damaged. On the contrary, it is extremely likely that the washer took a 'hit' and was damaged.Other devices plugged into the same receptacle may have survived that hit because electricity travels the path of least resistance.. In this case.. that path may have been thru your washer.. My point being is that your washer could have sustained a power surge and was damaged so don't rule that out. Of course, that surge could have taken an internal fuse or other component out too..
