why run a 3year old dead,OS XP?
its dead, that means when you need drivers its going to be hard to impossible to find or will by found but will be full of VIRUS.
upgrade to w7. (buy a retail license for it and use it)

To make DVD and USB work right on XP it needs SP3.
service pack 3, but finding it can be hard.
no stores sell it (brick) no disks marked XP with SP3 now.
plug it in to a new machine, say w10 laptop or desktop
if it plugs and plays that means windows still supports it.
and if true may work with W7 too.
then try it on w7? learn where it can work and where not.
and save all this grief.

First of all, I recommend you to Uninstall the USB Devices from the Device Manager and reinstall the Chipset Drivers as per the instructions below :
Click on Start and then on Run.
Type devmgmt.msc in the Run Command box and click on OK.
This will open the Device Manager window.
In this, click on the + mark next to Universal Serial Bus Controllers which will display additional USB Entries.
Right click on each of the entry and select Uninstall.
Click on OK if you get any confirmation window. Repeate the same process untill there are no entries left under Universal Serial Bus Controllers in the Device Manager window.
We are done with uninstalling the USB Drivers from the Notebook.
Now, restart the Notebook and close any window which says 'Found new hardware'
Now, download and install the Chipset Driver in your Notebook from the link below :

Save the file in the Notebook and double click to install the Chipset Drivers.
However, if the issue with the USB Ports persists, I recommend you to check again with different devices to confirm if the issue is with the USB Ports of the Notebook itself.
If the Notebook doesnot recognize any of the USB Devices after installing the Chipset Drivers, you may need to get the USB Ports of the Notebook replaced or go with a PCMCIA USB Card.

If you know how to use bios, have a look for a setting that enables usb this maybe unchecked, if this solution doesn't work try getting an internal usb card fitted as your onboard ones maybe damaged. Have you tried to installed the motherboard drivers for usb.

email me and i will send the driver in an attachment file.please not though that the hp 740i burner is an internal I D E supported drive not a USB. as long as its a 740 model the driver should work, wether its usb or ide is up to the computer to associate it with.
