A lot of times Windows XP installations do you have a password set for the administrator account. When you first boot up the machine, instead of trying your username and password, try using the username "Administrator" with a blank password. If that works you can go to the control panel and reset the password for your user account. Otherwise you can try using the offline NT registry editor. A great video showing its use can be found here. You can also use OPHCrack found here. Both of this have a slight risk for data loss so proceed with caution if you choose to that route. If you have any further questions about the process, let me know.
You will have to reset/clear the password. This WILL REMOVE all passwords setup in Dept ID Management. Go into Service mode by pressing the Additional Function key, then the 2 & 8 pressed at the same time, then Additional Function key again. Press COPIER on display, then Function ( across the top ), then CLEAR, PWD-CLR, Then Ok. You may also use the arrow keys on the display to get to PWD-CLR. Then the RESET key or maybe power down the equipment.

Dept. ID is activated that is why it is asking you to enter it. If you are not needing the function you can ask the local service provider to check the settings of your machine.
