Try removing the battery completely and running it with the power supply connected. If that doesn't work, try borrowing a compatible power supply, or buy a universal one, and try with and without the battery connected.
The problem may be the power supply, in which case the battery won't charge and the laptop won't get any power.

When I plug the power cord it won't boot. I need to charge the batterry first so I could use it. What is the possible trouble.

It sounds like you need a new power cord. The power cord may be giving just enough juice to charge the battery, but not enough to charge WHILE running. You can pick up a universal power supply from Radio Shack to diagnose if this is the issue. If it is, you can either keep the universal supply or return it and pick up a power supply from e-bay or toshiba.com. Just put in your model number with the toshiba link and look for "accessories", then find the power supplies.

Toshiba satellite L300 freeze when adaptor plug in.

This is a middle pin issue, you will find the laptop doesn't charge either but will power the unit, if the power is connected, the laptop will hang and use reserve resources, if you unplug it, the machines performance will dramatically increase.

replace your power adaptor and all will be fine, i have had the same issue.

Toshiba Satellite L300 shuts down when ac power plugged in

How about this step, try to turn off the laptop itself. Remove the cables and battery just like what you did before, then press and hold the power button for 10 seconds. Then, reinsert the cables and battery on the laptop and then turn on the computer itself. If the laptop restarts, shuts down or freezes with the AC power cables, two things that you should seriously consider. It might be the power cable itself, AC cable port or the circuitry going to the motherboard. And since you have cleaned out the fan and heat sink, you have isolated that problem. Have you plug-in another power cable on your laptop? If yes, then check if it works. Otherwise, the main issue is that the AC port is loose or the circuitry of AC adapter going to the motherboard is not not working. You can re-open the unit and check the circuitry from the AC port going to the motherboard. You may check the circuitry from AC port to the power supply if it is ok. If symptom persist, please contact your local dealer...

SIMPLY REMOVE BATTRY AND POWER SUPPLY
reconnect them
go to power options and check setting
"when i press power button"
select shutdown

Toshiba Satellite L300 Will not start

I have had a this few times... what happens is the Contacts on the Socket for the power supply comes away from the Motherboard. Subsequently, it will not charge, nor power on... & then the battery gets so flat that it stops it all from working... You will have to get it repaired, it is a bit of a mission. & sometimes the damage done to the Motherboard precludes repair. So get a firm "Quote" from a reputable service center/man.
