First of all, the other people apparently don't read before they post.
The Acer Aspire D255E has NO CD ROM, thus no restore disks, etc.
There is a factory restore option, but I'm having the same problem, the restore option simply does not work. These crappy computers keep a spare partition hidden on the hard drive, which contains all the data needed for the factory restore. However, if something happens to this partition or this data (say it's accidentally formatted), then the factory restore will fail, having lost the backup.

I've tried using Win XP on a flash drive using WinToFlash to copy the windows cd to a flash drive and make it bootable. However, I think my win xp version is a win98 upgrade, and so my next step is to make a bootable win98 flash drive. I'm about to try that and hope for the best.

If you've got windows 7 (which the Aspire One normally comes with),
then you should have much less trouble getting this step to work.

As a side note, if you have a BIOS password you need to break, do the following:

1. Unplug the AC cord and the battery.
2. Hold down FUNC and ESC and don't let up.
3. Plug in a flash drive containing the Acer One BIOS
(which you should find easily on the web).
4. Plug in the AC cord (still holding down those 2 keys)
5. Turn on the power, and wait. The flash drive may light up for a moment, and the laptop may seem to be doing nothing, but it is!
Keep holding down FUNC and ESC, maybe 2 minutes, then the Aspire One will power itself off. At this point, the BIOS is reinstalled, and the password is gone.

My acer tablet screen froze after I accidentally deleted apps that I don't need. How can I fix other than buying a new tablet

First, try rebooting. If that doesn't fix it you may consider restoring the device to the original factory settings. A word of warning...restoring to factory settings will take the tablet back to the way it was when originally purchased. All passwords, updates, music, photos, videos, audio recordings, apps and so on added after it was purchased will be deleted. So don't do this if you are concerned about losing the aforementioned data and files. To do a factory reset go to settings and look for a restore option. It may be under something like system restore, device settings, back up and restore or something similar. Once you find it, it should warn you that your device will be restored to factory settings and that all post factory apps, passwords, data and files will be deleted. If you still want to restore your device follow the instructions. You will then have to set everything up from scratch as if it was just purchased. I did this with a Kindle Fire. After the factory restore I reinstalled my apps, added all my accounts (email and so on), downloaded all my books, music, etcetera, and it has worked great since.

I dot know how to reset my ipad

A factory Reset will wipe all the data stored on your iPad...everything will be restored to factory default, which basically means it will be just as you got it out of the box. It can be done by following these steps:

1.)Start by selecting 'settings'
2.)Than select 'general'
when in general scroll down to bottom of the page to 'Reset' and select it.
3.)Than you have the option to do a two things as far as Resetting your iPad.
a.) 'Reset All Settings' - This will preserve all your data but will restore all factory defaults..
b.) 'Erase All Content and Settings'. This will wipe all data and restore to factory defaults.

If you're giving the iPad to someone else or selling it...choose b.

Deregister

I have seen this when the Amazon Certificates become corrupt. The only way to restore them is by doing a Factory Reset.
1. Pull down the upper Status Bar, select More+
2. Select the Device Tab
3. At the bottom you will see "Reset to Factory Defaults"
4. Answer Yes to reset everything

When this is done the Kindle will be back to it's Factory State, Deregistered, without data.
