Surround sound would the whole system stop working if the fan go out

Yes it will, the fan stops working and the amp gets hot and the unit will shutdown as a precautionary step

I have the f61 code on a panasonic surround sound. should both fans spin on power up?

Pretty sure both fans should turn. If the unit senses the fan not turning, it will shut down as you are describing. Try taking the label off of the fan so you can see the bearing, and put a couple drops of oil in there. This sometimes get them to turn freely again.

Sorround sound switchboard lit up and quit working.

If the fan is making weird noises there is either something wrong with the bearing or it has ingested something.

Maybe you could look, listen closely and determine which it is. If it's foreign matter you may be able to extract or vacuum it out. If it's just bearing noise, you have to decide how bothersome it is and if a shop visit is justified. A clog is BAD because the fan is protecting the unit from high temperatures.
