Four groups of icons - Va, Vb & Vc - Wa, Wb &Wc - Xa & Xb - Za & Zb
Left hand top shelf reading left to right - arrow block, Wb, Vb, Zb
Right hand top shelf reading left to right - Xb, Wc, Vc, arrow block
Top of steps below - Za sitting on an arrow block, to left of it Va. next step down Wa, on ground Xa.
1st move
Slide Zb right so it drops to the ground on the right then do the same to the arrow block which will fall on top of it.
From left shelf bring Za down from top left shelf and slide it across to rest on that arrow block.
Leave these where they now are until the end of the puzzle.
2nd move.
Slide Va across right to touch Zb.
From right shelf bring down Xb, slide it left to rest next to Va.
From right shelf bring down Wc, slide it left to rest on Xb
From right shelf bring down Vc to rest on Zb.
From left shelf bring down Vb it will land popping the three Vs.
3rd move
Slide Wc into the gap between Xb and Zb
From right shelf bring down the arrow block, slide it all the way left and down the steps to rest in the gap at the bottom next to Xa.
Slide Wa left across to rest on that arrow block.
Slide Xb down the steps to rest on Xa popping the Xs.
4th move
Slide Wc left down the step to rest in the gap at the bottom left by Xa.
From left shelf bring down Wb, slide it left down the steps and across popping the Ws.
5th move
Pull the arrow block inbetween the Zs to the right, popping the Zs.
69 appears to be the last game of Blocks.

Sorry, that is why they call them puzzles. All the advice I can offer you is to be persistent. You will be rewarded with the feeling of accomplishment when you succeed in finishing the puzzle.
