The only way to get a legit Mew into Black is to trade it in from another game. Unless you have any event Mews laying around (or know anyone who has one that they would be willing to trade), the only other option for getting one is either from Faraway Island in Emerald, My Pokemon Ranch (available on Wii-ware and you unlock a Mew after depositing 1000 Pokemon), or hack one using an Action Replay.

Go and buy an action replay or a gameshark . it is the only way to find mew.

All of those pokemon can be obtained through events sponsored occasionally by Nintendo, where tickets are given out that can be used to travel to islands where Lugia, Ho-oh, and Mew can be caught. You can also catch Ho-oh in Pokemon Colloseum or Lugia from Pokemon XD and trade them to your Pokemon Emerald game with a link cable from Gameboy to Gamecube (or Wii). Sorry, but Mew can only be gotten at Nintendo events.

Yes,you go to vermilion city don't go on the s.s ANN.Trade a pokemon that knows cut from another game,and get badge from LT.Surge.Now forget about the s.s ANN and continue your journey untill you beat gym leader koga and have the HM's "surf,strengh"and fly.Fly to vermilion city and go to the s.s ANN.Now before you board the ship you should see a two passages,left and right,where you can surf.Surf to the right.you will come up on a island and there will be a truck.Use strengh and move it,Mew lv.30 will be there.
