CL on most washers (including the Westinghouse machines) indicates that the Child Lock feature is on. This prevents the washer from being turned on accidentally by a child or while you clean the control panel. Usually this feature is toggled on and off by pressing and holding two buttons on the control panel until the lock stat changes. (On a few machines, you only press and hold one button.) The correct button will be indicated in a small font on or below the button. If a pair of buttons are used to toggle the Child Lock, look below the buttons for a line between the pair with a lock symbol and Lock written in a small font.)
I can't find a Westinghouse 708 manual. Most Westinghouse model numbers have several letters before the number followed by additional letters at the end of the model number. I did find some links for troubleshooting a Westinghouse Mastermind LF708C. I couldn't find the manual online.
Based on the child lock feature of a current Westinghouse washer, WWF7025EQWA, I suggest holding the Temp and Spin buttons.

The "CL" code is not an error! This means "Child Lock"!
To unlock a washing machine you will press and holding within 3-5 sec two button, marked "child lock".

IE is a water inlet error...meaning that the correct water level was not achieved within 8 minutes or it did not reach preset water level within 25 minutes...
CL is child lock feature which can be toggled on and off by by holding the Pre wash button in for 3 seconds.. Hope that helps...

This happend to me once, and it was in relation to a blocked intake filter.
- Check that the intake houses are not cloged and the small filter under neath is clean (Use an old tooth brash)
- Also check the opening on the front bottom left of the machine. (Open with a flat head screw driver)
. My one had coins in it. Note: drain with the small pipe into a backet so when you open it you don't have watter everywere.

That means that your washing machines child lock is on. You can find two buttons Temp and Options in the panel. Turn the machine on, press these two buttons together for 3 seconds and thats should be it.
