It is obviosly fuel starvation, have you actually replaced the fuel filter on the end of the hose in the tank? try richening the fuel mixture by unscrewing the H and L screw on the carb 1/4 turn on each, you may need a special tool to grip and turn these.

here we go,,,,pull air output tube. then remove bottom of air intake shroud...then remove impellar, then remove top half of air intake shorud... now all starting parts will be visable. They are mounted on top of the top half of the air intake shorud......careful, the fuel tank is mounted to the top half of the shroud...Good luck.
