When the computer starts the blue light turns on but is not showing anything although when you turn the power off and the on you can se the image for about 1 second and then goes blank again but the light stays on (blue).

Have you checked your computer? Does it turn on when you press the power button? Does the power button or lights in your computer lit or is it blinking? Can you still see the Toshiba logo or nothing (just blank)?
You have two possible issues here:
1. Power issue 2. Computer part problem.
You need to check both. Start with power issue. Check if computer is getting any power.
Could be a power issue. If it doesn't show anything at all then that may be the case. It may also be the display itself. It would be a costly repair so you might be better off finding a new monitor.
The Problem may be due to the defective inverter unit inside the monitor. Dry to resolder if any dry joint on the inverter PCB or replace the inverter board.
do a hard reset....remove charger>remove peripherals>remove battery> press and hold the power button for about 30secs, while batt and charger is removed> then plug in the charger only and turn ON!
