Its because your web cam has no recorder or its turned of /or the recorder is blocked thats why your chat mate cant here your voice if not really then your chat mate has the problem... you should check if your web cam has a recorder or its turned on/ enabled if not really then buy and ask from the dealer.
Make sure that you plug in the Mic jack properly and it's working, you can test it using built-in sound recorder if you don't have any audio editor software. Try with different mic and see which one is the problem. Also your mic socket (onboard or ad-ons card) maybe the problem, so troubleshoot thoroughly and slowly. Good luck..

have a Dell 1545 with Dell web cam central & I've had this issue.
The problem is that Dell web cam central installs it's own microphone
settings onto your laptop called something like Dell web cam Live!. This
isn't the built in microphone in my laptop & maybe not yours
either. You have to change the settings for your computer system &
Dell web cam central. Go to start> control panel> sound>
recording .. on mine there is an option for Microphone "High Definition
Audio Device" ... that is the built in mic. You want that for your
default & apply it. Also .. as a side note .. I disabled the web cam central Live! microphone completely from this window. Then open Dell web cam central & go to the
"Record Video's" option. In the middle of this is an orange button with a
video camera icon. Next to this on the same button is a little arrow
pointing down .. click that. Under microphone .. choose Microphone "High
Definition Audio Device" just like the sound option in control panel.
I've done this & it's completely fixed. I can record videos with
sound & use my built in mic in voice/video chat.
Be sure to find up-to-date drivers for your mic. What kind is it? That is most likely your problem. Either that, or you installed something that is conflicting with it.
on your desk to you should have an icon that says life cam or web cam..click on it so you get the web cam going u should see yourself...at the right where the x is to close program there is an arrow that points down click on that it will bring u to what it says a list of things u can do for your web cam. you will see audio and video settings click that then you will see microphone webcam etc. click next it will bring u to a screen with speakers you want to use click play sound then next .you will come to a screen that says microphone select by clicking on the little arrow and pick the one that is the one your using ,the name of your web cam this should get your voice or sound for your web cam hope this helps
Alright, so we know you have sound on your computer because you can hear them when they talk to you. We also know that there is an issue with the microphone side of things because when you record something you hear nothing.
Please go to Control Panel/Sounds & Audio Devices/Audio Tab.
Tell me if what you have under Default Device and Sound Recording Device are the same or if they're different. They should be the same. Let me know the results.
First, make sure you have a webcam with a microphone, and run any test software the webcam came with to check and make sure it is *supposed* to work. Next, open SOUND PROPERTIES through the CONTROL PANEL and then from the menu go to ADVANCED and RECORDING and OKAY, to bring up a volume array that includes the control MICROPHONE. Then, dig around to make sure MICROPHONE is the input being selected for amplification, and try ADVANCED on MICROPHONE and turn on BOOST if it has this control. You can test whether all of this worked by opening SOUND RECORDER from ACCESSORIES and making a short recording of yourself cursing the machine and everyone who designs them. If it plays back normally, try your web camera again. If it still has no sound, the problem is in the settings of the web camera itself. Open whatever software it came with and check setting like MUTE and MICROPHONE VOLUME are set correctly.
