Try a "hard restart". which simply means unplugging the power cord of the TV, and replugging it after 4 hours have passed. This technique reprograms the electronics, to a certain extent.
You can also visit the manufacturer's website or call their tollfree number for problem solving info.

Ok, I had the exact same problem last summer, and Kevellen told me of a problem that Insignia tv's have: the circuit that controls whether the tv is off or on is messed up, and it can be fixed, but its not cheap.

Anyway, if the t.v. is still under warranty, I would say return it to the store and see if you cant get a new one, and from what I researched online after this incident, I will not buy an Insignia aver again.

I hope it was plugged into a Surge Protector!!!!..
If not, make sure ALL your Breaker Switches are on in the house, RESET THE SURGE PROTECTOR (power bar thingy you got the tv plugged into..).... they will switch off usually to protect the tv...

Actually, this TV has an analog and a digital tuner. I just bought one at a yard sale and it picks up all of the digital channels that I got before with my set top box.

This is caused by a bad Capacitor near the end of the Picture Tube Neck, This is a common problem on Insignia TV's. They used bad quality components when they built these TV's. You can change your TV into 16:1 Mode, and you will not see the lines anymore! You change it from 4.3:1 to 16:1 with your Remote Control.
