I am trying to get new baskets for my old dishwasher Model Number 7822 Hydrocare super plus, machine is working perfectly (always has) but baskets are now falling to pieces and are very rusty, can you help me

Try either SearsPartsDirect.com or RepairClinic.com. Provide them with your dishwasher model number. Once you get the part number for the utensil basket, then you can go to eBay and usually find one cheaper!
You will need both the model number plus the serial number in order to try to date it. Once you get that information use the following link to date it as best as is possible:

You found a belt? Most w/p washer do not have a belt they are direct drive. take off the pump and motor to replace the motor coupling, 2 plastic pieces w/ a rubber in between

The filter basket in the bottom could be blocked, but it is more likely the outlet hose having become full of foul smelling gunge.
You could try filling the machine with very hot water and plenty of dishwashing detergent, running it without dishes for ten minutes and then pumping it out to get plenty of hot detergenty into the drain pipe.
If you want to be economical you could aim the drain pipe into a bucket on a chair to catch the emerging water and go through the process a few times to try to clean out the pipe without wasting water or detergent or energy.
The contents of the bucket after the first run will give you an idea if you are on the right track.
