If your Phone service is recording messages, that disconnects your line. You need to have them turn that feature off, OR set the answering machine to answer is less rings, say two or three. If the FAX machine listens to the line, it can still be set at a higher amount of rings, say four, and should still answer any FAX signal as it's sent to the answering machine.
If the system doesn't answer the call at all then you need to turn the answering system on. If it answers the call but does not record a message then you need to turn "Announce Only" off. Both of these are in the Answering System Menu options described on page 13 of the manual.
Make sure it's in the "Answer" mode, not the "Announce" mode. The Announce mode merely plays an outgoing message but does not record an incoming message. The Answer mode does record incoming messages. Since you declined to specify the model of your Uniden phone I can't tell you exactly how to switch modes. Select the model of your phone from the list beginning here to download a copy of the manual.
Lighted button you see may not be for ANSWER SYSTEM. Lights on Base units may indicate INCOMING MESSAGE already stored or all sorts of system ready lights. Please do these three steps: 1. From the handset, Go to menu and set ANSWER system to ON once more
2. In the menu, set the number of incoming rings before ANSWER system turns on, to just 2.
3. In the menu, record a new message using your own voice.
then, Dial your own phone number from a cell phone to test.
Watch/listen as the incoming message is played. repeat any of the above if the system doesn't work.
Post a new question and include the model number and manufacturer of your system.

You can operate your answering system from a remote location using
any touch-tone telephone. Use this function to check for recorded
messages, to play or delete
messages, even to record a new greeting message.
Call your telephone number.
During the greeting message, press 0 and enter your PIN code. By default, the pin code is "80" without the quotes.
The answering system announces the current time and the number of messages
stored in memory. Then you hear "To play incoming messages, press zero two.
For help, press one zero".
Record Time sets the duration for recording the incoming messages. You have three
record time options. The options "1 minute" or "4 minutes" set the duration for
recording the incoming messages. "Announce only" answers the call but prevents
the caller from leaving a message.
1) Enter the Answ. Setup menu, and then the Record
Time submenu (see "Entering the Menu" on page 16).
2) Press volume up/down to select Record Time
(1 Minute, 4 Minutes, or Announce Only)
3) Press the OK soft key. You will hear a confirmation tone.
Make sure the answer mechine is ok. Press "On/Off" serveral time. You can try to record your personal memo ,to check if the answer machine can at least record message locally.
make sure you retrieve all messages . I mean you may have 0 new messages, but you have lots of old messages ,it may full too.
Otherwise, delete all message, try to record incoming message or record your personal greating. Make sure the record function work, record chip works as well.
