either the motor is not turning to lift it up or the gear is broken, do you hear the motor turning when the tray is pushed in? take the tray out and look in the back to see if there is anything blocking it also.

I couldn't find this problem reported on the net, but I did come across an interesting blog about a sensor problem on a different model Riso- but since I suspect a sensor error here, it could be relavent:

It's either a gear or sensor issue, but I suspect a sensor.
I'm still trying to run down a service manual for you, but there is a different model manual on this site, and it's free, so it might help clue you in if it's close, or has similar sensors:

Of course, the gear mech in the tray assembly could be strung into a different configuration, and that would require a service manual to fix, and a lot of patience.

That's all I could run down, and I never worked on a Riso, so I can't offer any insight, but since this problem wasn't reported, it must be some tricky sensor or tray feed issue.

I had the same problem when I tried to replace the separation pad with a different one. The new one was too thick so Riso thinks it has a paper jam, and there is no error code on the panel for it. Just says clear paper jam and reset.
So you must have a similar problem in the area of the separation pad? It could also be the sensor in that area is bad or out of adjustment. I think it has to be one or the other.
