My 2006 chev malibou lt says power steering on the computer but the light is not on could it be my steering rack it doesnt have a pump , does it have power steering assist . when it is in park , the steering wheel has some movement it it , like someone moves it a little . when you shut it off and turm it back on the pc still says powersteering , you can feel something wrong with the steering , only once did i have a hard time to turn the wheel what could it be , hate to buy the rack if it is the steering assist , is there a way to check the assist

If you have a new pump and have bled the air out of the lines but still don't have good power assist, then you've got a worn spool valve in the rack and you should replace the rack.
First you must clean everything off and then locate the leak, the system has many parts and all can leak, the lines the pump the steering rack all can leak as I said.
I would say you have a defective power steering pump since the rack is replaced. You did bleed the air out right? Raise the front wheels off the ground and slowly turn the wheels left to right and see if the air is bled out of the system. There is not "reset button"
My RX8 had the same problem. First, change your battery cable ends. On the Positive cable there is a white wire that powers the power steering. It probably has a bad connection at the battery post. I cut the end off my rx8 and just put a regular battery cable end on it and my problem was solved.
Check the fluid level in the power steering reservoir. If it is at the full mark then you either have a P/S pump that is going bad or your rack & pinion steering is going bad. If you see a leak at the rack you need to have it replaced. If the reservoir is low make sure to add the correct fluid as listed in your owner's manual.
This does not solve your problem, but perhaps power in numbers will help. I have had 2 steering racks replaced on my 2006 TL. Acura is not claiming any defects, but the steering is extremely difficult to turn. Hardly even feels like I have power steering. I'm upset because I had to pay for the 2nd rack just 14 months after the 1st one was replaced. I expected more from the Acura brand!
