I just tried looking your model up but the # you gave is incomplete. If your washer is a top loader and has a belt, my experience has been the mode shift actuator causes lid lock light to blink as you have described. That is a fairly inexpensive and simple part to replace.

WASHER WILL WASH ON ALL CYCLES, BUT WILL NOT DRAIN OR SPIN ON EITHER CYCLE

If the timer advances normally thru the spin and drain steps of the cycle you selected, than the problem that would cause neither spinning or draining, is the wash motor is not reversing. The motors is a two direction motor. It spins clockwise for normal agitation, but counterclockwise to engage the wash drum clutch and operate the drain pump. I would ask you to check for motor sounds at all during the spin and drain cycles. The pump reversing in the spin or drain cycles can be a function of the machine's lid safety switch, or if not the motor switch or timer contacts. The lid switch is first thing to check here, for sure! If the machine seems to stop running when it comes time to drain or spin, the lid switch is your best bet!

Washing machine, clothes come out very wet, as an incomplete spin cycle. I think the brake is out.

You can tell if the brake is out when you open the machine lid while it is in spin cycle,,, if it does not stop spinning quickly, then the brake is not working. but if it stops fast,, the brake is operating correctly.
I'm more apt to think this is a direct drive machine.
If you stand there and watch and listen,,, it should go from the aggitate cycle into the drain water cycle without any spin,,,this will last about 1 minute. Then it should kick into spin cycle once the tub is empty.
These machines are prone to wear after time that causes it to "shift" incorrectly,,, thus spinning when it should be only draining (kinda skipping the drain cycle of sorts)
You can visually check this by opening the door after the drain cycle starts to see if the tub is actually spinning inside. if it is,,, then the transmission is damaged and repair can become expensive.
I have taken the transmission out of an old machine and swaped to repair (if you have another good transmission that is)
You may want to look at the plastic and rubber coupling between the motor and transmission to insure it is in good shape if you find the transmission is shifting correctly as explained.

The typical problems with "the motor will not spin" is a:

1. Lid-switch (very frequent): Will not drain, incomplete cycling, switch ultimately passes power to motor.
2. Belt or coupling (very frequent) - Belt moves when motor spins
3. Timer/control board (rare)
4. Tranmission (rare)
5. Motor (somewhat rare)

How do you know the actual motor is not spinning? Do you mean, the tub not spinning? Do you have a noise as if the motor is spinning?

Incomplete wash cycle.

It sounds as if you have something acting as a flap causing the restriction. You should take the hose that leads from the tub to the pump off and see if there is anything just inside the tub. I have noticed that alot times you could have a coin that blocks the opening. You may have to remove the inner tub to remove anything in there
