NO PC stated (wow1)
NO OS stated, XP, vista,w6/8/10? wow 2.
that is a relic PS2, mouse, nobody use those now, and PS2 parts are unique to the makers, eg: HP mouse fits only HP PC.
so.... how can I answer lacking all facts above missing.
why not buy a USB mouse and end the PS2 ERA.
end it. go to goodwill store, buy used mouse USB for $1?
next time tell what PC is there, it has name and model.
then buy real mouse. USB, not PS2.
my 2nd guess
is you do not own any such mouse,
in fact the numbers 143315-B21 , are not on the bottom of your mouse at all and posted to the wrong form.
best is to post at HP, or at least post to your PCs name and model form
mice come in many formos
in each case the PC has model and so does the mouse.
only that matters first, then why it fails 2nd.
143315-B21 (this mouse is 18 years old now)
used back in the days of Compaq EN series Deskpro's 2000 year.
Pentium III era.
if that is your PC and is internet connected? are you?
that old PC has 2 USB ports, and any USB mouse works there.
and upgrade from nasty old PS2, green end plug mice.
next time post to your PCs, name (HP) and model.
like this,
here is one example of posting the EN series PC

NO PC stated at all.....
lets say you said it was a
Presario 2100 Laptop year 2003
some have a USB port right rear (some dont)
if it does, use a USB mouse.there.
but the PC most be internet connected or the mouse driver will not work or be found.
IF XP or VISTA the plug and play is 99% dead now.
example HP 2100 manual.

the PS2 mouse if still good will need a PS2 mouse driver, now missing, and very hard to find, 14 year later.

Your problem more than likely is that one of the two ribbons that attach your powerboard to you motherboard is bad. These ribbons are called flex cables and they come in various sizes and widths. If your confident that you won't damage anything on the laptop you can take it apart, remove the keyboard and test the cables. Power flows on these ribbons on the farthest right lead on the ribbon when it is in place. A simple electrical curcuit tester will due. If this is the problem, you can order these ribbons online either precut or you can do it yourself. If you don't do it yourself go to a knowledgable computer store and see if they will fix it. I've had this problem happen on many occasions with other peoples laptops mainly HPs and Compaqs.

Update your drivers, first:
http://www.fixya.com/support/t1381478-webcam_not_working
Then go to Start: Control Panels: Mouse and double-check your configuration for each button.
SOURCE: button on keyboard
If you press the button, and the light becomes red, your mouse on the laptop is disabled. When it is white, it is enabled.

The First Problem is a Hardware fault there can be two thing which are the cause first battry and other is the charging socket of the laptop. Now you can see that you can check by changing battry and if does not works then it would require repairing of charging sockect . Claming waranty is the better option if you still have.
For the second problem all you have to do is to update the driver of your Wifi device in laptop..... hopefully your problem will be solved....

Did you try a new mouse? Maybe your current one is defective. I would not send it to a shop, since you can buy a new one for a few dollars. They would probably just recommend for you to buy a new one.
