Check if the latch knob is facing the correct direction. It should be facing inwards, not outwards.
The upper barrel should insert through the latch knob and lower barrel if the latch knob is placed in the correct direction. Please refer to the image below.
Note that assembling the storage latch is crucial. It can damage the latch knob if installed incorrectly.

Is it a A2750 Pro or a C1250? The image I posted above is for the A2750 Pro but the principle of installing the storage latch is the same. Make sure that the latch knob is in placed in the correct direction and the upper barrel should be able to insert in the latch knob and in the lower barrel. Loose the latch knob so that you can adjust the length of the storage latch.

Hi, there is a lot of weight on the "Storage Latch". You may need to push forward on the treadmill a bit, pull the black knob, then slowly let the machine unfold. Taking the weight off the "Storage Latch" will make it easier to release the latch..

Make sure that the pin
on the lock knob is inserted into the slot in the catch.
1. Hold the handrails as shown and place one foot against a
wheel.
2. Tilt the treadmill back until it rolls freely on the front wheels.
Carefully move the treadmill to the desired location. Never
move the treadmill without tipping it back. To reduce
the risk of injury, use extreme caution while moving
the treadmill. Do not attempt to move the treadmill
over an uneven surface.
3. Place one foot on the base, and carefully lower the treadmill
until it is resting in the storage position.

We can't get the bar on the machine, it seems to long for the holes provided.
