Make sure the in line fuse on the live power wire is not blown. Then check the fuses on the amp itself. If those are good, make sure the ground wire is solidly connected to the vehicle chassis in a paint-free location. Then make sure the live power wire is connected solidly to the battery and the amp.

How do i get my amp to push out all the power it can?

Hello
Yours' is a power amp only. For every power amps, there will be an input sensitivity measure, thet we should give them to get full power out of them. Just check the input sensitvity of your power amp. It will be designated in its user manual's specification part.
Suppose, the input sensitivity of your amp is stated as 250mv to 100W, means, you have to input a signal of 250 milliwatts to its input terminal, to get a power of 100Watts at its output. Normally, these are of theoritical values and won't never match with the actual value. Anyway, it will come very near to that. For example, if your amp is of 100Watts output with 250milliwatts of input, it may give you 85 to 90Watts of power ot 250 milliwatts of input.
I think that I'm very near to your mind. Ok.

A MERRY X'MAS AND HAPPY 2012 TO YOU ALL; WHERE EVER YOU MAY BE.

My Friend put A Rockford Fosgate P250.2 Amp in his car and while hooking it up he forgot to connect the ground but still got power to the amp but no sound from the subs and the thermal light is on. so he...

Your friend has damaged his amp. The power light coming on means that the amp's power indicator LED is at least working. That light is only there to tell you that the amp is receiving power on it's 12 volt rails, not that it's necessarily using the power in any way other than warming up the amp's internal circuitry. When you say the amp gets power, I'm not clear on whether you mean the amp works in that fashion, or there's just a red LED glowing but nothing else happens. The amp needs to be repaired, and I would suggest to him to not apply power to it again until it is checked by a professional. The power supply has probably been damaged, and it's possible, depending on how the amp was mounted, that it was searching for ground through the amp's chassis if it was screwed into metal at its mounting location. All that seems certain as of now is that the LED works, but nothing else, unfortunately.

I have a 1100watt sub woofers, and a 1000 watt amp. Will the my sub woofers, or amp blow out or get damaged.

Are those rms wattage?

Anyways, your subs (if you have two) will double the power of your amp, meaning your amp will be under powering your subs. Nothing will get blown out but will never see their full potential. But if you were to use single sub with your amp then you are more likely see the full potential of the sub and amp.

2 subs=2200 watts is just twice the power of the amp output power!
