For that to happen the electronic component that causes to cool the container already defective. It need to be replace with similar parts. You can fix it, if you have some knowledge in electronic or electrical, know how to test of component parts, able to use test instruments. If you don't have such knowledge, call a service technician to do that. Good luck.
Sound like you have the newer version. These fans can be found at Radio Shack or anywhere computer parts are sold. It doesnt have to be an exact replacement. Just big enough to fit over the Cooling fins. Also make sure it's a 12 volt motor
This is a thermoelectric (TE) cooler. There is no gas' to replace in it's cooling system.
It is possible the thermoelectric coupler has gone bad. Unfortunately Coleman does not seem to offer a replacement part. If you Google thermoelectric couplers, maybe you can find something on the web.

You can google "coleman 5640" and quite a few websites will come up that offer repair parts and the cord is one of them. There are only three parts that you can still buy for that model cooler. The cord, the motor, and the removable tray. Hope this helps.
The cover on the inside just pulls off. Inside/Outside fans pull off. 2 screws to dismount motor. Unscrew leads to terminal. Most truckstops carry the motor, otherwise search for Colman 5640.
Yes, to change from heat to cool is done by reversing the power plug that is close to the housing. Matching the blue on the plug(as I recall) makes it cool. The red to blue makes it a heater. If it is currently heating, the unit works fine, it just needs the polarity reversed.
