I payed for an item on ebay payment paypal. The item was cancelled by ebay who informed me seller had put back money into my account from where I payed.

Which account?
Did you have a "positive" balance in your PayPal account?
If so, PayPal will refund your payment back to that account.

If you did not have a balance, PayPal charged your credit-card when you paid. PayPal will "reverse" the charge. Go online to your bank, and check "recent credit-card transactions", to see the original charge, and the "reversal".

How do I transfer money form my netspend account to my checking account

If you have an online account with NetSpend, in addition to the debit/charge card, check out the Bill Pay feature. You should be able to enter your bank's routing number and your checking account number (in that order) to transfer funds. https://www.netspend.com/how_it_works/using_your_card/ has a bit more under the Pay Bills header. Go here: https://www.netspend.com/account/new_user.m to create an online account to go with your NetSpend card.

You have a paypal account.. Did you setup or link a bank account with ebay? If no then you need to ask ebay customer support.

You must be setting up Premier and Business accounts.
A PayPal account can provide a convenient way to handle many kinds of financial activities online.

Registration

Visit the PayPal site to review the account types (personal, premier and business) and the terms of service.

You must provide your name, address and email address to begin the registration process.
After PayPal confirms that your email address is valid, that email will become your login identification.
You will choose your own password during the registration process.

You must also select two challenge questions and answers that you will use to request a lost password if yours is lost or forgotten.


Verification
After you register, PayPal must verify your identity and your financial information before you can use your account to make payments.

PAY MY BILL ON PAYPAL

If you mean pay your bills using PayPal, you need the PayPal debit card that is issued to holders of premier, business and student accounts.
If you mean pay a balance owed to PayPal, you have 3 choices:
1. Link your bank account to your PayPal account.
2. Use a debit/credit card.
3. Sell enough on eBay to pay it off.

My account owes Ebay $A 23.05 dollars and although the account is current, paypal has refused the payment. I have checked the Visacard number and it is correct.

I don't know if you tried paying again to ebay on different time of the day. If the transaction still cannot get through, your next step is to make sure your card has funds on it or its not blocked at all. Of course 23.05 is a small amount but its part of the process to check your bank or card. If you are still encountering issue after that then try sending to your trusted family members or friends a small amount to their paypal. If it works then there is something wrong between you account and ebay.


Incase you really need to pay that now. Transfer enough amount to your friends then inform them to transfer it again to your paypal account so that you can have enough funds on your paypal then try paying again to ebay. This time since you already had the said amount your card ain't involve anymore. I hope it work for you after that.

I'm from the Philippines and I always want to buy online but the problem is i don't have a Credit Card and Debit Card. The only thing that i have is Bank Account. So i can use PayPal? How?

Hi there,
Paypal uses funds that are added to your Paypal account or withdrawn from your bank account/credit card/debit card.
If the only thing you have is a Filipino bank account (BDO, RCBC etc ) you can withdraw funds from the bank account to your Paypal account.
To do so, you must first add your bank account to your Paypal account by going to Paypal, where it says My Account > Profile > Add or Edit Bank Account.
Here you enter your banking details as required, Paypal will make sure that it is your account by depositing a small amount of money to your account (takes 3-5 days) and then asking you to verify that amount before the bank account is confirmed and linked to your Paypal account.
After you've linked your bank account to your Paypal account you can then withdraw funds to it by going to My Profile > Add Funds. This process also takes 3-5 days to complete.
The funds withdrawn to your Paypal account from your bank account will now allow you to make instant payments with funds direct from your Paypal account.
Alternatively if you make a payment for anything you buy online and wish to pay with your Paypal account and don't have any funds, Paypal will deduct the funds from your linked bank account. The process usually takes 3-5 days to complete.

I have had my paypal account limited and I wish to draw funds out of it. How do I do that?

Login to your Paypal account. If you don’t have a Paypal account yet, then sign-up for an account.

Once logged in, click the Add/Edit Bank Account link by hovering over the Profile link under the My Account tab.

Click the Add button to Add a Bank Account to your Paypal Account. In this step, you simply have to accomplish the form with the following information:

Country
First name
Last name
Bank name
Bank code
Account number

You can easily fill in all the information, except maybe for the Bank code. I got the list of bank codes from http://pages.ebay.ph/bankwithdrawal/bank_codes_ph.html. As indicated in the Paypal instructions, your bank account in the Philippines should be able to receive payments in Philippine Pesos.

Once you successfully added a bank account to your Paypal account, click the Withdraw link under the My Account tab.

Paypal offers two options for withdrawing funds from your Paypal account: Withdraw funds to your bank account and Withdraw funds your card. Since I did not know what will happen if I chose the second option and I did not have a debit or prepaid card, I clicked on the first option.
