but still try this ...
1- first shift to a fast browser. Firefox or Chrome .
2- clear all the browser cache and cookies , esp if you are already using one of these or you want to remain on your existing browser .
3-Run a speed test at Speedtest.net . run it two or three times with different server locations .
note down your download and upload speeds and see if they match with what you are experiencing .
4- the result should answer your doubts .
5- check for any Firewall or any installed antivirus conflicts . try disabling them . any security suites or softwares installed on your pc and then do the transfers .
5- if downloads run at full speeds and uploads are limited or any way you are not getting your default bandwith speeds , it might be your ISP throttling your connection .

Upload speed is different from download speed. Usual broadband internet plans have the upload speed to be a fraction of the download speed so that's probably why you notice a rather high upload time.
It also may be caused by having a video file of considerable size. Try converting the file to a different format that doesnt isn't quite as big. Quiality will downgraded but at least you'll have a faster upload.
