it means your xbox is overheating, you can send it back as they extended the warranty on it for this common fault unless you have modified it, in which case look up ring of death on youtube.
I wouldn't recommend messing with it. The power supply is defective, and messing with a power supply is very dangerous. get a new power supply, just make sure that it is compatible with your xbox(there are 3 different versions of xbox power supplies out there)
Disconnect the power cord from the back of your console. Unplug the power cord from the wall outlet and the power supply unit. Reconnect the power cord to the console. Then plug the power cord back into the wall outlet and the power supply unit.
Make sure that all three connections are firmly secured.
Turn your console back on. Check the light on the power supply. If this solution worked, your power supply light will be green and the power button will look like this:
Did you let it heat up untill you get the 2 red rings. If not unplug your fan; turn it on and wait untill you get lights 1 and 3 flashing. turn it off and wait a couple of min. then plug your fan in and add the wind tunnel. then turn it back on. If it still doesn't work you did the X-clamp fix wrong.
Alright, lets fix this!

Try this method :
Check if your XBOX 360's Power Supply has an orange or green light. If it is RED, then unplug the power supply from the socket.
If it is orange or green, then try and unplug the Power Supply from the Back of your XBOX, wait 1 minute. Then plug it back in.
If that doesn't work then call 1-800-4MY-XBOX and speak to a XBOX Representative.
