It is called Google FRP and it is the details that you put into access the Google Play Store. It also there to stop theft. Just log in with your Google Account or the account of the person that bought it.
You have to be signed in with the "owner" account of the phone (the one you used to set it up) in order to factory reset it. That means if you give me your phone or Tablet, I can't reset it without you being signed in. There are random workarounds on the Internet, but they tend to get patched almost as soon as they are discovered. You'll pretty much need to know the login details for the last account to use the phone before you can reset it and create a new owner account.
On which step it wants the previous Google account info? Can you create a new Google account to replace the previous one? Go to Settings > Account&Sync, add your own account and delete the previous one.

Do you have the prior owners permission to do this? If yes, you could try to get him/her to log into the account and change the ownership and billing data.

You are asking a whole lot here. From what I understand, you are running Windows XP. The previous owner has not removed his name from the system. You want your name to show up as a user. You want the previous owner's info gone.
Do this: Go to the control panel and to the Users icon. Create a new user (you) as an admin. Now log off of Windows and log back on as you. Go back to the control panel and the users icon. Click on the previous owner's name and choose "delete account." Do not save the data. Just choose delete. This will delete the user and all his data. This should do it for now.

There is a hidden Administrator account that is created when your operating system is installed. Access that account and add your own account.
1. Boot your computer and press F8 repeatedly 2. Access Safe Mode 3. Key in “Administrator” in Username, with no password. 4. Go to Control Panel, then User Accounts 5. Create your account.
Open control panel and create a new user account with administrator privileges. Log off the previous user and logon to the one you just created. Then delete the original user and this should set everything as default for you the new user.
If the password prompt is in a browser ie, Internet explorer or Firefox you will need to remove the addon (sounds like parental controls).
The only way of changing the registered owner would be to complete a fresh install of windows.
