To download the Owner's Manual, just click on the appropriate model number in the list. There are 4 different LEGEND models to choose from, just pick whichever one is yours. You will then be asked if you want to OPEN or SAVE the document. Choose SAVE, then pick a place on your computer to save the file, such as the DESKTOP. Once it is saved there, you can open it and read through it.
You may need ADOBE READER installed on your computer to read PDF documents.
You can download this free at WWW.ADOBE.COM if necessary.
Click on the DOWNLOAD ADOBE READER button on right side of the ADOBE home page when you get there.

From the manual, it reads as follows:
When negotiating ramps, if the throttle control lever is released while moving forward, the
powered scooter may "roll back" approximately 1 foot (30.48 cm) before the brake engages.
If the throttle control lever is released while moving in reverse, the powered scooter may "roll back" approximately 3 feet (1 meter) before the brake engages.

Most likely your mechanical brakes need adjustment or the pads may even need replacement.
Unless you are able to conduct this kind of disassembly and repair procedures yourself, you will need to bring the unit in to a service facility. Contact your dealer, where you purchased the unit, for a list of authorized service facilities in your area. If you are unable to locate one in your area, then any decent motorcycle repair shop should be able to carry out the maintenance for you with little trouble.

If the XL is not your exact model of Pride Legend scooter, then just find the appropriate brake aasembly by searching in the above catalog. The price should be nearly the same. Any experienced motorcycle mechanic should be able to swap out the parts quickly if you already have the new ones on hand. Or you can just leave it to them to order whatever parts they think they need themselves.
I'm having a bit of trouble finding a Full Service Manual for that model.
I have an exploded view parts diagram for a Celebrity model at the link below, and you can see that brake assembly on page 36, but I'm not sure if it's the same setup as yours.
Sorry I can't find a Service Manual anywhere. Apparently Pride does not share them and wants all service to be performed by the dealership so they can make some extra cash. So I can't really provide any precise instructions with respect to the brake adjustment or removal procedure. But since you've already had it mostly apart before you must have been only a few a few steps away from getting to the brake assembly. If you don't see any obvious means of adjustment on the assembly itself or on the cable leading to it, then perhaps the entire brake assembly may simply need to be replaced as a unit. On the other model the brake assembly was accessed by removing the rear wheel, hub, and rotor. Maybe try that first.
The brake assembly must be right next to the motor then.
I will keep looking for the correct service manual or some schematics and post them here if I do find them. Maybe someone else here will chip in some help too. I will assume by your next to last comment that you are n the USA and not Europe.

Joe, I read the manual and have had the scooter for awhile and I know when you shut off power scooter should come to an abrupt stop it does not, while half way up my drive way and letting controller go it should stay on incline and go again when hitting controller again it does not go it just keep rolling slowly down drive if you shut key off it should stop and hold it rolls faster.

Joe, There is no hub on this model wheel just goes on shaft with single nut.
Joe, I fixed the problem, after putting it in and out of free wheel about 12 times it is now working fine. Maybe system was just stuck from sitting in garage with no use.
