From your description there could be two different parts, one would be the power adapter that the AC power cord plus into, or the other would be the connector on the laptop where the DC power connects into.
You can buy either of these on ebay. Just search Compaq Presario 700. There are several power adapters and there are many parts machines that you can cannibalize the power connector.
Would check the switch at the front of the pc.Have had several issues with that particular switch getting pushed out on compaqs just enough to allow them not to turn on.Would also verify that all powers supply plugs are pushed in all the way.

Check your memory sticks to make sure that they are full inserted and did not come loose. Check the power from power supply going to HD. Make sure it is getting power. You can also remove your motherboard and test components with an ohmmeter to see if there are any burned out components which is very possible. Have seen bad boards and bad power supply's both cause your problem
